Volthar may be able to win 1x1 with enough luck, but it's going to be a challenge. Additionally, its Special skill, Tonje, disables the enemy team's traits before apply Mega Possession and Nanovirus (which prevents positive effects from being applied), meaning that Hookuai can't protect itself with Control Immunity and can't buff itself with Power of the Deep during said Possession. Hookuai is an attacker who will always go for big damage, so Volhar's own trait gives it Damage Mirror, which reflects this damage back to Hookuai, meaning if it goes down, he goes down as well.
This battle has likely been going on for a long time, and this can be seen with other parts of Volthar made to counter Hookuai back. No wonder Volthar can't get a win against Hookuai he's the perfect counter! He also has Control Immunity (which makes him immune to Stun, Freeze, Time Stop, Baby Reversion, and Possession), a move that costs no stamina to counteract Stamina Removal, and only has one buffing move, Power of the Deep, which also applies Positive Effect Protection (keeping positive effects from being removed). Then, on the other hand, Hookuai, while also being a Water monster, isn't too worried about going down, since Volthar has low Strength and can't deal enough damage reliably. Guess which is missing.), high stamina costs (making it vulnerable to losing that stamina), and a lot of positive effects to apply to itself, such as shields and Taunt. Cryotan, meanwhile, is a Water monster, making it weak to the Thunder element, and has the Mountain trait (making it immune to 2 of the 3 primary control effects, Stun and Freeze. In-game, Volthar is a Thunder control with its main methods being Possession, Stamina Removal, and Positive Effect Removal. Of what we currently know, Volthar has successfully managed to capture Cryotan with ease, which made his friend and fellow wreckage fan, Hookuai, whom Volthar has quite a bit of trouble against. The Chaos Fortress is a containment for beasts of terrible destruction, usually Kaiju, and the robotic Volthar is the one that brings them to this place. 
The universal icon for all of the food you give your monsters is also a tomato. Sergeant Hull Head was fed a single tomato a day when he was imprisoned to keep him from starving.
